Well now that's a thought to ponder. I think of Jesus saying to His Father to forgive them for they know not what they do ... there was no repentance on their part at that time.
Perhaps I think of it as a transaction incomplete. Forgiveness has been offered but until someone sees the need for it and receives it, it is incomplete, so the transgression remains outstanding.
